This little girl was very attached to Dad. One of the missionaries said that the mother wanted to give her away, because she couldn't care for her.

Shawn said - send her to us! I have always wanted a little girl! She is beautiful! Dad will get his grandpa fix anywhere he goes.
Cambodia has a law that prevents anyone from adopting children and taking them out of the country. Apparently the people have sold their children, so this is an attempt to prevent that.
